যেকোনো মূল্যে উপজেলা পরিষদ নির্বাচন সুষ্ঠু করার আহ্বান জানিয়ে প্রধান নির্বাচন কমিশনার কাজী হাবিবুল আউয়াল বলেছেন, এই নির্বাচন ব্যর্থ হলে বিগত সংসদ নির্বাচনে যে গণতান্ত্রিক ধারাবাহিকতা প্রতিষ্ঠা হয়েছে, তা ক্ষুণ্ন হতে পারে। বাংলাদেশে গণতন্ত্র আছে তা সুষ্ঠু নির্বাচনের মাধ্যমে প্রমাণ করতে হবে। গতকাল সকালে রাজধানীর আগারগাঁওয়ে নির্বাচন ভবনের অডিটোরিয়ামে উপজেলা পরিষদ সাধারণ নির্বাচন উপলক্ষে সকল বিভাগীয় কমিশনার, রেঞ্জের উপ-মহাপুলিশ পরিদর্শক, জেলা প্রশাসক, আঞ্চলিক নির্বাচন কর্মকর্তা এবং পুলিশ সুপারদের সঙ্গে বৈঠকে তিনি এসব কথা বলেন।
প্রধান নির্বাচন কমিশনার বলেন, উপজেলা পরিষদের নির্বাচন শুরু হতে যাচ্ছে। এবার প্রতিটি জেলায় চারটি ধাপে নির্বাচন অনুষ্ঠিত হবে। এটা নতুন মাত্রা হলো-জেলা প্রশাসক ও পুলিশ সুপার সমন্বিতভাবে আইনশৃঙ্খলার বিষয়টি দেখতে পারবেন। মোতায়েন সহজ হবে, যেহেতু চারটি পর্বে নির্বাচন অনুষ্ঠিত হবে। তিনি বলেন, আবেগ-অনুভূতির কারণে দেশে নির্বাচনে অনেক সময় কিছুটা উচ্ছৃঙ্খলতা হয়ে থাকতে পারে, সহিংসতাও হতে পারে। এগুলো যেন না হয়, সেই দিকটাও দেখতে হবে।
নির্বাচনটা নির্বাচন-এই জিনিসটা আমাদের বুঝতে হবে মন্তব্য করে সিইসি বলেন, যদি এক্ষেত্রে আমরা ব্যর্থ হই, তাহলে আমাদের গণতন্ত্রের যে অগ্রযাত্রা, যেটার দৃষ্টান্ত আপনারা ৭ই জানুয়ারির সাধারণ নির্বাচনে প্রতিষ্ঠিত করেছেন, সেটাও ক্ষুণ্ন হয়ে যেতে পারে। আমরা আশা করবো, আগামীতে আমাদের প্রত্যেকটা নির্বাচন সুন্দর ও সুষ্ঠু হবে।
এদিকে বৈঠক শেষে ইসি সচিব মো. জাহাংগীর আলম বলেন, আইনশৃঙ্খলা রক্ষাকারী বাহিনীর সঙ্গে একটি বিশেষ সভা অনুষ্ঠিত হয়েছে। সভায় আলোচনার বিষয় ছিল সুষ্ঠু ও সুন্দরভাবে নির্বাচন অনুষ্ঠানের জন্য মাঠ পর্যায়ে কী ধরনের প্রস্তুতি নেয়া হয়েছে, আর কী সহায়তা দরকার সেটা।
প্রত্যেকেই তাদের নিজ নিজ জেলায় কী সমস্যা আছে তা বলেছেন। পার্বত্য জেলাগুলোয় যেখানে হেলি সাপোর্ট দেয়া হয়, সেখানে তিন দিনের পরিবর্তে পাঁচদিনের সম্মানী ভাতা বাড়িয়ে দেয়ার জন্য বলেছেন। কমিশন তাতে সম্মত হয়েছে। প্রতি ইউনিয়নে নির্বাহী ম্যাজিস্ট্রেট ও উপজেলায় ২ থেকে ৪ প্লাটুন বিজিবি মোতায়েন থাকবে। এ ছাড়া প্রয়োজনে অতিরিক্ত জনবল দেয়া হবে। তিনি আরও বলেন, পুলিশ সুপার ও জেলা প্রশাসকরা পরামর্শ দিয়েছেন ভোটের দিন সকালে ব্যালট গেলে অতিরিক্ত বাজেটের প্রয়োজন হবে। কমিশন সেটা বিবেচনা করবে বলে আশ্বস্ত করেছে। মূলত মাঠ প্রশাসনে যাতে সমন্বয়ের মাধ্যমে সুষ্ঠু ও সুন্দর নির্বাচন উপহার দেয়া যায় সে বিষয়ে আলোচনা হয়েছে। ইউপি চেয়ারম্যানরা স্বপদে থেকে নির্বাচন করা যাবে বলে আদালত নির্দেশ দিয়েছেন। কমিশন আপিল করবে কিনা-এমন প্রশ্নের জবাবে ইসি সচিব বলেন, আদেশের কপি এখনো পাইনি। পেলে আপিল করা হবে।
মন্ত্রী-এমপিদের প্রভাব নিয়ে ইসি সচিব বলেন, আচরণবিধি যাতে সবাই যথাযথভাবে প্রতিপালন করে সে বিষয়ে ব্যবস্থা নেয়ার জন্য তারা অনুরোধ করেছেন। কমিশনও সেটা আশ্বস্ত করেছে যে সংশ্লিষ্টদের সঙ্গে কথা বলবেন।

After I originally left a comment I seem to have clicked on the -Notify me when new comments are added- checkbox and now whenever a comment is added I recieve four emails with the same comment. There has to be an easy method you are able to remove me from that service? Thanks a lot.
