যে কারণে নির্বাচন থেকে সরছেন না মন্ত্রী এমপি’র স্বজনরা

আল্টিমেটাম, বিবৃতি, মন্তব্য, সাংগঠনিক বার্তা, টেলিফোনে অনুরোধ থেকে শুরু করে দলীয় কার্যালয়ে তলব পর্যন্ত করা হয়েছে। তারপরও উপজেলা নির্বাচন থেকে সরানো যায়নি মন্ত্রী ও এমপি’র স্বজনদের। বলা যায় সাংগঠনিক নির্দেশনা সরাসরি উপেক্ষা করেছেন তারা। তাছাড়া, কোনো ধরনের প্রতিদ্বন্দ্বিতা ছাড়াই কাউকে বিজয়ী না করার সিদ্ধান্তও পুরোপুরি বাস্তবায়িত হয়নি। ৮ই মে অনুষ্ঠেয় নির্বাচনের প্রথম ধাপে মন্ত্রী ও এমপিদের প্রায় ১৬ জন নিকটাত্মীয় বা পরিবারের সদস্য উপজেলা চেয়ারম্যান পদে প্রতিদ্বন্দ্বিতা করছেন। তবে আওয়ামী লীগ এখনো আশাবাদী যে, ৮ই মে’র নির্বাচনে প্রতিদ্বন্দ্বিতা করা এমপিদের আত্মীয়স্বজন ও পরিবারের সদস্যরা নির্বাচন থেকে সরে দাঁড়াবেন এবং স্বতন্ত্র প্রার্থী হিসেবে দাঁড়ানো আওয়ামী লীগ নেতাকে সমর্থন করবেন। এই নির্বাচনে আনুষ্ঠানিকভাবে কোনো প্রার্থী দিচ্ছে না আওয়ামী লীগ। আওয়ামী লীগের গঠনতন্ত্রের ৪৭(১১) ধারায় বলা আছে, জাতীয় ও স্থানীয় সরকার নির্বাচনে কেউ দলীয় প্রার্থীর বিরুদ্ধে প্রার্থী হলে সরাসরি বহিষ্কার হবেন। এমনকি প্রার্থী না হলেও কেউ দলীয় প্রার্থীর বিরোধিতা করলে তদন্ত সাপেক্ষে বহিষ্কার হবেন। শাস্তিমূলক ব্যবস্থা নেয়া হতে পারে সেই সম্ভাবনা উপেক্ষা করে ক্ষমতাসীন দলের নেতাদের দলীয় নির্দেশনা না মানার বিষয়টি এবারই প্রথম নয়।

এর আগেও স্থানীয় সরকার নির্বাচনের আগে আওয়ামী লীগ একই ধরনের হুঁশিয়ারি দিলেও পরে নির্দেশনা উপেক্ষাকারী নেতাদের সাধারণ ক্ষমা ঘোষণা করতে হয়। এমনকি তৃণমূলকে দলের সিদ্ধান্ত মানতে বাধ্য করতে আওয়ামী লীগ তাদের সনদে বহিষ্কারের বিধানও সংশোধন করেছে। কিন্তু আশানুরূপ ফল মেলেনি। আসন্ন উপজেলা নির্বাচন ঘিরে সৃষ্ট পরিস্থিতি নিয়ে ভাবিয়ে তুলেছে কেন্দ্রীয় নেতাদের। সাংগঠনিক নির্দেশনা উপেক্ষার কারণ সন্ধান করছেন আওয়ামী লীগের শীর্ষ নেতারা। মূল কারণ হিসেবে তারা মনে করছেন, অতীতে একাধিকবার বহিষ্কারের কথা জানিয়ে পরে সাধারণ ক্ষমা ঘোষণা করা হয়েছে। বারবার একই পদক্ষেপ নেয়ায় দলীয় নেতাকর্মীরা বিষয়টিকে হালকা হিসেবে নিয়েছেন। তাদের ধারণা, দল নির্বাচনের জন্য কৌশলগত অবস্থান ধরে রাখতে বহিষ্কারের হুমকি দেয়, সাংগঠনিক নির্দেশনা জারি করে। পরে ঠিকই সাধারণ ক্ষমা ঘোষণা করে। এ প্রসঙ্গে আওয়ামী লীগের যুগ্ম-সাধারণ সম্পাদক আ ফ ম বাহাউদ্দিন নাছিম বলেন, দল কৌশলগত কারণে অনেক সময় অনেক ধরনের সিদ্ধান্ত নিয়ে তাকে। এটা সব রাজনৈতিক দলই করে। তার মানে এই নয় যে অতীতের সিদ্ধান্ত এবারো কার্যকর হবে। দলের পক্ষ থেকে যে বার্তা দেয়া হয়েছে সেটা যারা মানবেন না তাদের বিরুদ্ধে সাংগঠনিক ব্যবস্থা নেয়া হবে। আওয়ামী লীগের একাধিক সূত্র জানিয়েছে, বিভিন্ন সময়ে দলীয় শৃঙ্খলা পরিপন্থি কাজ এবং কথা বলার কারণে আওয়ামী লীগ থেকে অনেক নেতাই বহিষ্কৃত হয়েছেন। এরমধ্যে কেউ কেউ সাধারণ ক্ষমার আওতায় এসেছেন। উপজেলা এবং পৌরসভা পর্যায়ে বিদ্রোহী প্রার্থী হয়ে যারা নির্বাচনে অংশগ্রহণ করেছিলেন, তাদের অনেককেই সাধারণ ক্ষমার আওতায় এনে উপজেলা বা জেলা পর্যায়ে আওয়ামী লীগের পুনরায় সদস্য পদ দেয়া হয়েছে। তারা জানান, গত ১৫ বছরের শাসনামলে সাংগঠনিক শৃঙ্খলা ভঙ্গ, বিদ্রোহী প্রার্থী, দলীয় কোন্দল সৃষ্টির মতো নানা কারণে দলের দায়িত্বশীল বেশ কয়েকজন নেতা, সংসদ সদস্য ও মন্ত্রীকে দল থেকে বহিষ্কার করে ক্ষমতাসীন আওয়ামী লীগ। দেখা যায়, বহিষ্কৃত হয়েছিলেন এমন অনেক নেতাদের ফিরিয়ে আনা হয়েছে দলে এমনকি দলীয় প্রার্থীর বিরুদ্ধে বিদ্রোহী প্রার্থী হিসেবে বিভিন্ন পর্যায়ে নির্বাচনে অংশ নিয়ে বহিষ্কৃতরাও পেয়েছেন সাধারণ ক্ষমা। এ ছাড়া দল বা সংগঠনে থেকে দলের বিরুদ্ধে নির্বাচন করা, দলের সঙ্গে নানা রকম প্রতারণা ও বিশ্বাসঘাতকতা এবং দলীয় নিয়মনীতি ভঙ্গসহ বিভিন্ন অভিযোগে বিভিন্ন সময়ে দল থেকে আওয়ামী লীগের শতাধিক নেতাকে বহিষ্কার করা হয়েছিল। এরমধ্যে গত কাউন্সিলের মিটিংয়ে যারা বিদ্রোহী প্রার্থী ছিল, ছোটখাটো অপরাধ করেছিল, তাদের সাধারণ ক্ষমা ঘোষণা করা হয়। অন্যদিকে বিদ্রোহী প্রার্থী হয়ে নির্বাচন না করলেও দলের নিয়ম-নীতি ভঙ্গসহ বিভিন্ন কারণে দল থেকে বহিষ্কৃত হয়েছেন সাবেক তথ্য ও সম্প্রচার প্রতিমন্ত্রী ও জামালপুর জেলা আওয়ামী লীগের সাবেক স্বাস্থ্য বিষয়ক সম্পাদক ড. মুরাদ হাসান। পরে তাকেও সাধারণ ক্ষমা ঘোষণা করা হয়। এর আগে আওয়ামী লীগের যেসব নেতাকর্মী দলীয় প্রার্থীর বিরুদ্ধে গিয়ে নির্বাচন বা বিদ্রোহী প্রার্থীকে সহায়তা করেছিলেন তাদের বহিষ্কার বা শাস্তি নিয়ে স্বস্তির বার্তা দিয়েছিল দলটি। ২০১৯ সালের ২১শে অক্টোবর বিদ্রোহী নেতাদের কাছে পাঠানো হয় চিঠি। তাতে বলা হয়, ভবিষ্যতে সংগঠনের স্বার্থ পরিপন্থি কার্যক্রম ও সাংগঠনিক শৃঙ্খলা ভঙ্গ না করার শর্তে তাদের ক্ষমা করা হয়েছে। তবে, ১৯২ জন সংগঠনবিরোধী কর্মকাণ্ডের কথা স্বীকার করে আওয়ামী লীগ সভাপতি শেখ হাসিনার কাছে ক্ষমা চেয়ে চিঠি দেন। তারা ভবিষ্যতে সংগঠনের গঠনতন্ত্র, নীতি ও আদর্শ পরিপন্থি কোনো কার্যক্রমে সম্পৃক্ত না হওয়ারও অঙ্গীকার করেন। ১৯২ জনের মধ্যে উপজেলা নির্বাচনে বিদ্রোহীদের মধ্যে ১২৬ জন চেয়ারম্যান পদে নির্বাচিত হয়েছেন। এই চেয়ারম্যানরাসহ ওই নির্বাচনে দলীয় প্রার্থীর বিরুদ্ধে প্রতিদ্বন্দ্বিতার অভিযোগে তাদের বিরুদ্ধে ব্যবস্থা নেয়ার শঙ্কা ছিল বেশ জোরালো। দ্বিতীয় ধাপে দলের শতাধিক নেতাকর্মীকে সাধারণ ক্ষমা ঘোষণা করে আওয়ামী লীগ। ২০২২ সালের ১৭ই ডিসেম্বর প্রধানমন্ত্রী ও আওয়ামী লীগের সভানেত্রী শেখ হাসিনার সরকারি বাসভবনে দলের জাতীয় কমিটির বৈঠকে এ সিদ্ধান্ত নেয়া হয়। এ প্রসঙ্গে আওয়ামী লীগের সাধারণ সম্পাদক ওবায়দুল কাদের বলেন, প্রায় শতাধিক আবেদন জাতীয় কমিটির কাছে উপস্থাপন করা হয়েছে। জাতীয় কমিটি বরাবর সর্বসম্মতিক্রমে যারা আবেদন করেছিল তাদের দলের সভাপতি ক্ষমা করে দিয়েছেন। অন্য যারা আছে তারা যদি দলের সাধারণ সম্পাদকের মাধ্যমে সভাপতির কাছে আবেদন করে, তাহলে জাতীয় কমিটি আমাদের এই ক্ষমতা দিয়েছে যে, তিনি (শেখ হাসিনা) আবেদন গ্রহণ করে ক্ষমা করে দিতে পারবেন। গঠনতন্ত্র অনুযায়ী বাংলাদেশ আওয়ামী লীগের যেকোনো সদস্যের বিরুদ্ধে কার্যনির্বাহী সংসদ কর্তৃক গৃহীত শাস্তিমূলক ব্যবস্থার বিরুদ্ধে আপিল বিবেচনা ও চূড়ান্ত সিদ্ধান্ত গ্রহণে ক্ষমতা দেয়া আছে আওয়ামী লীগের জাতীয় কমিটিকে। সেই কমিটির বৈঠকে বিভিন্ন নির্বাচনে নৌকা প্রতীকে বিরুদ্ধে অবস্থান নেয়া বিদ্রোহীদের ক্ষমা করার সিদ্ধান্ত আসে। আওয়ামী লীগের জাতীয় পরিষদের বৈঠকে দলের বহিষ্কৃতদের সাধারণ ক্ষমা করার সিদ্ধান্তের পরপরই প্রায় কয়েকশ’ আবেদনের ফাইল জমা পড়ে আওয়ামী লীগের দপ্তরে। দলীয় নেতারা জানান, মূলত একের পর এক সাধারণ ক্ষমা ঘোষণায় দলীয় নির্দেশ অমান্যকারী নেতাদের লাগাম টানা সম্ভব হচ্ছে না। সর্বশেষ বুধবার উপজেলা নির্বাচনে মন্ত্রী-এমপি’র স্বজনরা প্রার্থিতা প্রত্যাহার না করলে সময়মতো সাংগঠনিক ব্যবস্থা নেয়া হবে বলে সতর্ক করেন আওয়ামী লীগের সাধারণ সম্পাদক ওবায়দুল কাদের। ধানমণ্ডিতে আওয়ামী লীগ সভাপতির কার্যালয়ে সংবাদ সম্মেলনে এই সতর্কবার্তা দেন তিনি। ওবায়দুল কাদের বলেন, উপজেলা নির্বাচনে প্রথম পর্যায়ে প্রার্থিতা প্রত্যাহারের সময় পেরিয়ে গেছে। এদের মধ্যে অনেকেই বলেছেন যে, ‘আমরা বিষয়টি আরও আগে জানলে সিদ্ধান্ত নিতে সুবিধা হতো।’ তারপরও কেউ কেউ প্রার্থিতা প্রত্যাহার করেছেন, আবার কেউ করেননি। নির্বাচন কমিশনের সময় শেষ হয়ে গেলে প্রার্থিতা প্রত্যাহার করতে পারেন না। এই বিষয়টা চূড়ান্ত হতে নির্বাচন পর্যন্ত অপেক্ষা করতে হবে। এখানে কেউ অমান্য করলে সাংগঠনিক ব্যবস্থা নেয়ার সুযোগ আছে দলে। সময়মতো সিদ্ধান্ত নেয়া হবে।

  746. When I originally left a comment I seem to have clicked the -Notify me when new comments are added- checkbox and from now on whenever a comment is added I receive four emails with the same comment. Perhaps there is a way you can remove me from that service? Cheers.
