১৫৩ জন রোহিঙ্গার জন্মনিবন্ধন করার অভিযোগে মৌলভীবাজারের একটি ইউনিয়ন পরিষদের (ইউপি) চেয়ারম্যানকে সাময়িক বরখাস্ত করা হয়েছে।
নকুল চন্দ্র দাস জেলার রাজনগর উপজেলার ১ নম্বর ফতেপুর ইউপির চেয়ারম্যান ছিলেন। গত ২৪ এপ্রিল তাঁকে সাময়িক বরখাস্তের প্রজ্ঞাপন জারি করা হয়।
জন্ম ও মৃত্যুনিবন্ধনের স্থানীয় নিবন্ধক ইউপি চেয়ারম্যান। ইউপি সচিব জন্ম ও মৃত্যুনিবন্ধনের আবেদন যাচাই-বাছাই করেন তাঁর জন্য বরাদ্দ আইডি ও পাসওয়ার্ড দিয়ে। আবেদন যথাযথ মনে হলে নিজস্ব আইডি ও পাসওয়ার্ডের মাধ্যমে তা অনুমোদন দেন ইউপি চেয়ারম্যান। রেজিস্ট্রার জেনারেলের কার্যালয় জন্ম ও মৃত্যুনিবন্ধনের এই আইডি ও পাসওয়ার্ড বরাদ্দ করে, যা হস্তান্তরযোগ্য নয়।
অভিযুক্ত নকুল অবশ্য বলেছেন, হ্যাকিংয়ের মাধ্যমে তাঁর পাসওয়ার্ড ব্যবহার করে এই জন্মনিবন্ধনগুলো করা হয়েছে।
ফতেপুর ইউপি ও রাজনগর উপজেলা নির্বাহী কর্মকর্তার কার্যালয়ের তথ্য অনুযায়ী, ১৫৩ রোহিঙ্গার জন্মনিবন্ধন করার বিষয়টি গত বছরের সেপ্টেম্বরে শরীয়তপুরের আঞ্চলিক পাসপোর্ট কার্যালয়ে ধরা পড়ে। সবগুলো জন্মনিবন্ধন মৌলভীবাজারের ফতেপুর ইউনিয়ন থেকে হয়েছে বলে মৌলভীবাজারের আঞ্চলিক পাসপোর্ট কার্যালয়কে জানায় শরীয়তপুর কার্যালয়। মৌলভীবাজার কার্যালয় বিষয়টি উপজেলা নির্বাহী কর্মকর্তাকে (ইউএনও) জানায়।
রাষ্ট্রপতির আদেশক্রমে স্থানীয় সরকার বিভাগ থেকে জারি করা প্রজ্ঞাপনে বলা হয়, নকুল অসৎ উদ্দেশ্যে রোহিঙ্গাদের জন্মনিবন্ধন করায় তাঁর বিরুদ্ধে ব্যবস্থা নেওয়ার সুপারিশ করেছেন রেজিস্ট্রার জেনারেল (জন্ম ও মৃত্যুনিবন্ধন)।
প্রজ্ঞাপনে আরও বলা হয়, নকুলের বিরুদ্ধে আসা অভিযোগ ইউপির ক্ষমতা প্রয়োগের দৃষ্টিকোণ থেকে সমীচীন নয়। তাঁর এই অপরাধমূলক কার্যক্রম ইউপিসহ জনস্বার্থের পরিপন্থী। সে জন্য স্থানীয় সরকার (ইউনিয়ন পরিষদ) আইন, ২০০৯-এর ৩৪ (৪) (খ) (ঘ) ধারা অনুযায়ী তাঁকে তাঁর পদ থেকে সাময়িক বরখাস্ত করা হলো। যথাযথ কর্তৃপক্ষের অনুমোদনে জনস্বার্থে জারি করা এই আদেশ অবিলম্বে কার্যকর হবে।
স্থানীয় সরকার (ইউনিয়ন পরিষদ) আইন, ২০০৯-এর ৩৪ (৪) (খ) (ঘ) ধারা অনুসারে, কোনো চেয়ারম্যান বা সদস্য পরিষদ বা রাষ্ট্রের জন্য ক্ষতিকর কাজে যুক্ত বলে দায়ী হলে তাঁকে পদ থেকে অপসারণ করা যাবে। এসব কাজের মধ্যে আছে দুর্নীতি বা অনিয়ম, ক্ষমতার অপব্যবহার করে পরিষদের অর্থ বা সম্পত্তির ক্ষতি, আত্মসাৎ ও অপপ্রয়োগ।
মৌলভীবাজার-৩ আসনের সংসদ সদস্য মোহাম্মদ জিল্লুর রহমান বলেছেন, নকুলের সাময়িক বরখাস্তের বিষয়টি তিনি জানেন। তিনি প্রথম আলোকে বলেন, এলাকায় রোহিঙ্গারা এসে জন্মনিবন্ধন যেন না করতে পারে, সে জন্য তিনি জনপ্রতিনিধি ও উপজেলা নির্বাহী কর্মকর্তাদের (ইউএনও) সতর্ক থাকতে বলেছেন। অনেক রোহিঙ্গা পাসপোর্ট করে বাংলাদেশি হিসেবে বিদেশে পাড়ি দিয়েছে। বিদেশে তারা কোনো অপরাধমূলক কাজে সম্পৃক্ত হলে তার দায় পড়বে বাংলাদেশের ওপর।
সাময়িক বরখাস্তের আদেশ পেয়েছেন বলে জানান নকুল। অভিযোগের বিষয়ে তিনি প্রথম আলোকে বলেন, রোহিঙ্গাদের জন্মনিবন্ধন দেওয়ার প্রশ্নই আসে না। তিনি কাউকে পাসওয়ার্ডও দেননি। হ্যাকিংয়ের মাধ্যমে তাঁর পাসওয়ার্ড ব্যবহার করে জন্মনিবন্ধন করা হয়েছে। এ–সংক্রান্ত তথ্য-প্রমাণ তিনি স্থানীয় সরকার বিভাগকে দিয়েছেন গত এপ্রিল মাসের শেষ সপ্তাহে। যে সময়ে (গত বছরের সেপ্টেম্বর) রোহিঙ্গাদের নিবন্ধন করার অভিযোগ উঠেছে, সে সময় সার্ভারের ধীরগতির কারণে তিনি জন্ম ও মৃত্যুনিবন্ধনের স্বাভাবিক কাজও করতে পারছিলেন না।
অর্থের বিনিময়ে রোহিঙ্গাদের ভুয়া জন্মনিবন্ধন সনদ বানিয়ে দেওয়া চক্র সম্পর্কে গণমাধ্যমে একাধিক খবর প্রকাশিত হয়েছে। চলতি বছরের ফেব্রুয়ারিতে এমন একটি চক্রের পাঁচজনকে গ্রেপ্তার করে ঢাকা মহানগর পুলিশের (ডিএমপি) গোয়েন্দা শাখার (ডিবি) সাইবার বিভাগ। ডিবির ভাষ্যমতে, একটি জন্মনিবন্ধন সনদ বানিয়ে দিতে এই চক্রের সদস্যরা ৩০ থেকে ৫০ হাজার টাকা নিতেন। তাঁরা মেয়র, চেয়ারম্যান ও ইউনিয়ন পরিষদের সচিবদের আইডি ব্যবহার করে হাজার হাজার রোহিঙ্গার ভুয়া জন্মনিবন্ধন বানিয়ে দিয়েছেন। এভাবে রোহিঙ্গারা অবৈধভাবে বাংলাদেশের নাগরিক হচ্ছেন।
রেজিস্ট্রার জেনারেল মো. যাহিদ হোসেন প্রথম আলোকে বলেন, শুধু রোহিঙ্গা নয়, অযাচিত কোনো জন্ম ও মৃত্যুনিবন্ধন করা যাবে না। এ কারণে কোনো অবস্থাতেই নিবন্ধকদের পাসওয়ার্ড হস্তান্তর করা যাবে না। যে নিবন্ধকেরা (ইউপি চেয়ারম্যান, পৌর মেয়র, সিটি করপোরেশনের কাউন্সিলর) পাসওয়ার্ড হস্তান্তর করে জন্মনিবন্ধন করার সঙ্গে যুক্ত থাকবেন, তাঁদের বিরুদ্ধে ব্যবস্থা নেওয়া হবে। জনপ্রতিনিধিদের সঙ্গে বিভিন্ন বৈঠকে পাসওয়ার্ড হস্তান্তর না করার বিষয়ে সতর্ক করা হয়েছে। এ ধরনের বরখাস্তের ঘটনা আগেও ঘটেছে বলে তিনি জানান।
