দফায় দফায় সময় বাড়িয়েও তিনটি জনগুরুত্বপূর্ণ প্রকল্পের একটিরও কাজ শেষ করতে পারেনি চট্টগ্রাম উন্নয়ন কর্তৃপক্ষ (সিডিএ)। এর ফলে খরচ বেড়েছে ৪ হাজার ৭০৬ কোটি টাকা। ব্যয় বেড়ে যাওয়ায় সরকার এখন সব অর্থ অনুদান হিসেবে দিচ্ছে না। বাড়তি অর্থের একটি অংশ সরকারের কাছ থেকে ঋণ নিতে হচ্ছে সিডিএকে।
এই ঋণের পরিমাণ ১ হাজার ৬৬৫ কোটি টাকা। এর বিপরীতে সুদ দিতে হবে অন্তত ৭৬০ কোটি টাকা। এর বাইরে প্রকল্পগুলোর কাজ শেষ করতে সিডিএর নিজস্ব তহবিল থেকে খরচ ৭৫৩ কোটি টাকা। কিন্তু এই বিপুল পরিমাণ অর্থ পরিশোধ করা এবং জোগান দেওয়ার মতো আর্থিক সক্ষমতা সিডিএর নেই।
প্রকল্প ব্যবস্থাপনায় সিডিএর অদক্ষতার কারণে এই বড় অঙ্কের ব্যয় বেড়েছে বলে মন্তব্য করেছেন বিশেষজ্ঞরা। তাঁদের মতে, ঋণ পরিশোধ আর নিজস্ব তহবিল থেকে টাকা খরচ করতে গেলে সংস্থাটির আর্থিক শৃঙ্খলা ভেঙে পড়বে।
আমি মাত্র দায়িত্ব নিয়েছি। প্রকল্পের বিপরীতে ঋণের বিষয়ে খোঁজ নেব। এ জন্য দায়িত্বশীল কর্মকর্তাদের সঙ্গে কথা বলব। কেন ঋণ নিতে হয়েছে, তা–ও খোঁজ করব। আর ঋণ কীভাবে পরিশোধ করা যায়, তার সমাধান বের করতে সাবেক চেয়ারম্যানদের সঙ্গে বসব। প্রয়োজনে গৃহায়ণ ও গণপূর্তমন্ত্রীর সঙ্গেও আলাপ করব।
সিডিএর নতুন চেয়ারম্যান মোহাম্মদ ইউনুছ
সিডিএর তিন প্রকল্পের মধ্যে রয়েছে জলাবদ্ধতা নিরসনের কাজ; এলিভেটেড এক্সপ্রেসওয়ের নির্মাণকাজ এবং সড়ক নির্মাণ প্রকল্প। এসব প্রকল্পের কাজ চলছে ৭ থেকে ১১ বছর ধরে। মূল প্রকল্প অনুমোদনের সময় সব টাকা সরকার দিতে সম্মত হয়েছিল। কিন্তু প্রকল্প সংশোধনের পর বর্ধিত টাকার সব দিচ্ছে না সরকার।
সিডিএর এই প্রকল্পগুলোর সময় বেড়েছে তিন থেকে পাঁচ দফা। আর ব্যয় বেড়েছে একাধিকবার। এর আগে ২০১৪ সালে চট্টগ্রাম সিটি করপোরেশনের নতুন খাল খনন প্রকল্পের ২৫ শতাংশ অর্থ নিজস্ব তহবিল থেকে ব্যয়ের শর্তে অনুমোদন দেওয়া হয়েছিল। কিন্তু সে অর্থ দিতে না পারায় প্রকল্পের কাজ থমকে গিয়েছিল।
পরিকল্পনা কমিশন ও একনেক সভার কার্যবিবরণী এবং সিডিএর নথিপত্র পর্যালোচনা করে দেখা যায়, যেনতেনভাবে ও তড়িঘড়ি করে প্রকল্পগুলো নেওয়া হয়েছিল। এগুলো বাস্তবায়নের প্রস্তুতিতেও ঘাটতি ছিল। সম্ভাব্যতা সমীক্ষা যাচাই প্রতিবেদন করা হয় দায়সারাভাবে। তাই অনুমোদনের পর প্রকল্প বাস্তবায়নে বারবার হোঁচট খেতে হয়েছে সিডিএকে। নকশা পরিবর্তন করতে হয়। যুক্ত হয় নতুন নতুন কাজ। এতে সময় বৃদ্ধির সঙ্গে নির্মাণকাজের ব্যয়ও বেড়ে যায়।
এ বিষয়ে জানতে চাইলে সিডিএর নতুন চেয়ারম্যান মোহাম্মদ ইউনুছ প্রথম আলোকে বলেন, ‘আমি মাত্র দায়িত্ব নিয়েছি। প্রকল্পের বিপরীতে ঋণের বিষয়ে খোঁজ নেব। এ জন্য দায়িত্বশীল কর্মকর্তাদের সঙ্গে কথা বলব। কেন ঋণ নিতে হয়েছে, তা–ও খোঁজ করব। আর ঋণ কীভাবে পরিশোধ করা যায়, তার সমাধান বের করতে সাবেক চেয়ারম্যানদের সঙ্গে বসব। প্রয়োজনে গৃহায়ণ ও গণপূর্তমন্ত্রীর সঙ্গেও আলাপ করব।’

চট্টগ্রাম নগরের জলাবদ্ধতা নিরসনে ৫ হাজার ৬১৬ কোটি টাকার প্রকল্পের কাজ সাড়ে ছয় বছরেও শেষ হয়নি। ব্যয় হয়েছে ৩ হাজার ৪৯৩ কোটি টাকা। এই বিপুল টাকা ব্যয়ের পরও চট্টগ্রাম নগরের জলাবদ্ধতা দূর হয়নি। গত বছরও বৃষ্টির পানিতে অন্তত ১২ বার ডুবেছিল নগর।
জলাবদ্ধতা নিরসনের এ প্রকল্প নিয়ে পরিকল্পনা মন্ত্রণালয়ের বাস্তবায়ন পরিবীক্ষণ ও মূল্যায়ন বিভাগের (আইএমইডি) ২০২১ সালের এক প্রতিবেদনে বলা হয়, এত বড় প্রকল্পের সম্ভাব্যতা সমীক্ষা প্রতিবেদনটিও সঠিকভাবে করা হয়নি। যেটি করা হয়েছে, সেটিও অনেক ত্রুটিপূর্ণ।
এ ছাড়া নগরের সাগরিকা থেকে পতেঙ্গা পর্যন্ত সমুদ্রের পারে ১৬ কিলোমিটার দীর্ঘ নতুন সড়ক নির্মাণ (চট্টগ্রাম সিটি আউটার রিং রোড) প্রকল্পের মূল ব্যয় ছিল ৮৫৬ কোটি টাকা। তিন দফা প্রকল্প সংশোধনের পর প্রকল্প ব্যয় দাঁড়িয়েছে ৩ হাজার ৩২৪ কোটি টাকা।

শুরুতে খরচ কম দেখিয়ে তথ্য লুকিয়ে, অর্থাৎ গোঁজামিলের মাধ্যমে প্রকল্পের সম্ভাব্যতা সমীক্ষা প্রতিবেদন তৈরি করা হয়। এতে প্রকল্প বাস্তবায়নের অর্থনৈতিক উপযোগিতা বেশি দেখানো হয়। এসবের ভিত্তিতে প্রকল্প অনুমোদন করিয়ে নেওয়া হয়। পরে লাগামছাড়া খরচ বাড়ানো হয়। এটি অত্যন্ত খারাপ সংস্কৃতি।

গত বছরের ১৪ নভেম্বর এলিভেটেড এক্সপ্রেসওয়ের উদ্বোধন করেন প্রধানমন্ত্রী শেখ হাসিনা। তবে মূল কাজ পুরোপুরি শেষ না হওয়ায় এখনো গাড়ি চলাচল শুরু হয়নি।

সিডিএর প্রধান প্রকৌশলী কাজী হাসান বিন শামস প্রথম আলোকে বলেন, জমি অধিগ্রহণের ক্ষতিপূরণ এবং নির্মাণসামগ্রীর খরচ বেড়ে যাওয়ায় প্রকল্পগুলোর ব্যয় বেড়েছে। এই বাড়তি অর্থ ঋণ ও সিডিএর নিজস্ব তহবিল থেকে খরচের শর্তে সংশোধিত ডিপিপি অনুমোদন দিয়েছে সরকার। তবে অর্থনৈতিক পরিস্থিতির উন্নতি হলে ঋণ মওকুফের জন্য সরকারের কাছে অনুরোধ জানানো হবে। প্রকল্প বাস্তবায়নে সক্ষমতার ঘাটতি, কার্যকরভাবে যাচাই-বাছাই না করে প্রকল্প নেওয়ার বিষয়টি অস্বীকার করেন তিনি।

কিস্তি শোধ করা নিয়ে দুশ্চিন্তা
সংস্থাটির বর্তমান যে আর্থিক অবস্থা, তাতে এই বিপুল পরিমাণ অর্থ শোধ করা কার্যত অসম্ভব বলে জানান কর্মকর্তারা। তিন প্রকল্পের বিপরীতে দেওয়া ১ হাজার ৬৬৫ কোটি টাকার ঋণের বিপরীতে সুদ পরিশোধ করতে হবে অন্তত ৭৬০ কোটি টাকা। সুদ-আসলসহ ২ হাজার ৪২৫ কোটি টাকা দিতে হবে ২০ বছরের মধ্যে। অর্থাৎ বছরে গড়ে পরিশোধ করতে হবে ১২১ কোটি টাকা।

সিডিএর হিসাব বিভাগের এক কর্মকর্তা নাম প্রকাশ না করার শর্তে প্রথম আলোকে বলেন, প্রকল্পগুলোর বিপরীতে যে ঋণ দেওয়া হচ্ছে, তা পরিশোধের সক্ষমতা সিডিএর নেই। সিডিএর বর্তমান যে আর্থিক অবস্থা, তাতে ঋণ পরিশোধের জন্য সুদসহ যে টাকা আসবে, তা ১০০ বছরেও পরিশোধ করা সম্ভব নয়।
এ বিষয়ে জানতে চাইলে ইনস্টিটিউট অব প্ল্যানিং অ্যান্ড ডেভেলপমেন্টের (আইপিডি) উপদেষ্টা ও নগর–পরিকল্পনাবিদ অধ্যাপক আকতার মাহমুদ প্রথম আলোকে বলেন, সিডিএর যে আর্থিক অবস্থা, তাতে স্পষ্ট, এই বিপুল অর্থের ঋণ পরিশোধ করার মতো সক্ষমতা তাদের নেই। এখন প্রকল্প ব্যয় মেটাতে গেলে আর ঋণ পরিশোধ করতে হলে সংস্থাটির আর্থিক শৃঙ্খলা ভেঙে পড়বে।

সিডিএর যে আর্থিক অবস্থা, তাতে স্পষ্ট, এই বিপুল অর্থের ঋণ পরিশোধ করার মতো সক্ষমতা তাদের নেই। এখন প্রকল্প ব্যয় মেটাতে গেলে আর ঋণ পরিশোধ করতে হলে সংস্থাটির আর্থিক শৃঙ্খলা ভেঙে পড়বে।
