গতকাল বৃহস্পতিবার হো চি মিন সিটির ঔপনিবেশিক যুগের একটি আদালত আবাসন ব্যবসায়ী এই নারীকে মৃত্যুদণ্ড দেন।
বলা হচ্ছে, এটিই বিশ্বের সবচেয়ে বড় ব্যাংক জালিয়াতির ঘটনা। আর এই বিচারকাজ ভিয়েতনামে অনুষ্ঠিত সবচেয়ে আলোচিত ঘটনা।
ট্রুং মাই ল্যানের বিরুদ্ধে দেশটির সাইগন কমার্শিয়াল ব্যাংক থেকে ৪ হাজার ৪০০ কোটি মার্কিন ডলার জালিয়াতির মাধ্যমে ঋণ নেওয়ার অভিযোগ আনা হয়েছে। আইনজীবীরা বলছেন, ঋণের ২ হাজার ৭০০ কোটি ডলার পুনরুদ্ধার হওয়ার কোনো সম্ভাবনা নেই। এই মামলায় ২ হাজার ৭০০ জনকে সাক্ষ্য দেওয়ার জন্য ডাকা হয়েছিল। এই মামলায় রাষ্ট্রপক্ষে ১০ জনসহ মোট ২০০ জন আইনজীবী ছিলেন।
মজার ব্যাপার হলো, এই মামলার প্রমাণ মোট ১০৪টি বক্সে সংরক্ষিত আছে, যার ওজন ৬ টন। এই মামলায় ট্রুংসহ মোট ৮৫ জনের বিচার চলছে। যাঁদের সবাই নিজেদের বিরুদ্ধে অভিযোগ অস্বীকার করেছেন। তাঁরা এই রায়ের বিরুদ্ধে আপিল করতে পারেন।
তবে আদালতে আসামিদের সবাইকে দোষী সাব্যস্ত করা হয়েছে। তাঁদের মধ্যে চারজনের যাবজ্জীবন কারাদণ্ড ও অন্যদের শর্তসাপেক্ষে ৩ থেকে ২০ বছরের কারাদণ্ড দেওয়া হয়েছে। এ ছাড়া ট্রুং মাই ল্যানের স্বামীর ৯ বছর ও ভাতিজির ১৭ বছরের কারাদণ্ডাদেশ দেওয়া হয়েছে।
ভিয়েতনামে দীর্ঘদিন কাজ করা মার্কিন পররাষ্ট্র দপ্তরের অবসরপ্রাপ্ত কর্মকর্তা ডেভিড ব্রাউন বলেছেন, ‘আমার মনে হয়, কমিউনিস্ট শাসনামলে এ রকম বিচার আগে কখনো হয়নি। আগে এ ধরনের ঘটনাও (অপরাধ) ঘটেনি।’
বলা হচ্ছে, কমিউনিস্ট দলের সাধারণ সম্পাদক নগুয়েন ফু ট্রংয়ের নেতৃত্বে দুর্নীতিবিরোধী অভিযানে এখন পর্যন্ত এই বিচারকাজ সবচেয়ে নাটকীয়।
নগুয়েন ফু ট্রং মনে করেন, চরম দুর্নীতির কারণে জনগণের ক্ষোভ কমিউনিস্ট দলের একচেটিয়া ক্ষমতার জন্য হুমকি। তিনি ২০১৬ সালে তৎকালীন ব্যবসাবান্ধব প্রধানমন্ত্রীর ক্ষমতাকে টিকিয়ে রাখতে দুর্নীতিবিরোধী অভিযান শুরু করেন। এই অভিযানের অংশ হিসেবে দুজন প্রেসিডেন্ট ও দুই উপপ্রধানমন্ত্রীকে পদত্যাগ করতে বাধ্য করা হয়েছে। শতাধিক কর্মকর্তাকে কারাগারে যেতে হয়েছে। এখন তাঁদের দলে ঢুকলেন ধনকুবের এই নারী।
ট্রুং মাই ল্যান হো চি মিন সিটির একটি সিনো-ভিয়েতনামি পরিবার থেকে এসেছেন। আগে এই এলাকা সাইগন নামে পরিচিত ছিল। দীর্ঘদিন এই এলাকা ভিয়েতনামের অর্থনীতির প্রধান চালিকা শক্তি ছিল। কমিউনিস্টবিরোধী ক্ষুদ্র জাতিগোষ্ঠী অধ্যুষিত এলাকা ছিল সাউথ ভিয়েতনাম। সেখানেই বেড়ে ওঠা ট্রুংয়ের।
মায়ের সঙ্গে প্রসাধনীর ছোট্ট দোকান দিয়ে ট্রুং জীবন শুরু করেছিলেন। ১৯৮৬ সালে কমিউনিস্ট পার্টি অর্থনৈতিক সংস্কারের সূচনা করার পর জমি ও সম্পত্তি কেনা শুরু করেছিলেন, যা ডোই মোই নামে পরিচিত। ১৯৯০-এর দশকে তিনি একটি বড় হোটেল ও রেস্টুরেন্টের মালিক হন।
অন্যান্য ধনী ব্যক্তির মতোই ট্রুং জমি ও আবাসন ব্যবসার মাধ্যমে বিপুল আয় করতে থাকেন। রাষ্ট্রীয় বড় কর্মকর্তাদের সঙ্গে ব্যক্তিগত সম্পর্কের সুবিধা নিয়ে রাষ্ট্রীয় মালিকানাধীন জমি ব্যবহারের সুবিধা নেন ট্রুং।
২০১১ সাল পর্যন্ত ট্রুং মাই ল্যান হো চি মিন সিটির সুপরিচিত ব্যবসায়ী ছিলেন। পরে তাঁকে তিনটি ছোট ব্যাংককে একটি বৃহত্তর সত্তায় একীভূত করার ব্যবস্থার অনুমতি দেয় সাইগন কমার্শিয়াল ব্যাংক।
